This investigation focuses on the way educational institutions can stimulate the participation and success-rates of non-western migrant students in higher education. Research points out that these ethnic groups, in comparison with native students, increasingly continue their school career after graduating from secondary education or VET education. The difference mainly lies in the switch from secondary VET to higher professional education (HBO). This shows the importance of secondary VET for the emancipation of ethnic groups. The difference mainly lies in the switch from secondary VET to higher professional education (HBO). This shows the importance of secondary VET for the emancipation of ethnic groups. To provide more insight into these educational routes, a map with detailed figures has been published. Nevertheless, the Inspectorate still sees many obstacles in the connection design.

In dit onderzoek staat de vraag centraal op welke manier de instellingen en opleidingen (educational institutions) de participatie en het studiesucces van niet-westers allochtone studenten in het hoger onderwijs kunnen bevorderen. Uit het onderzoek blijkt o.a. dat allochtone leerlingen na het behalen van hun havo-, vwo- of mbo- diploma vaker doorstromen naar het hoger onderwijs dan autochtonen. Het verschil doet zich vooral voor in de overgang van mbo naar hbo. Dit onderstreept het belang van het mbo voor de emancipatie van allochtonen, waar ook andere onderzoeken op wijzen. De mbo-gediplomeerden met een allochtone achtergrond kiezen dus vaker voor het hbo dan autochtonen, maar zij vallen ook vaker uit en verlaten dan het hoger onderwijs. Dit heeft zowel te maken met hun achtergrond als met de vooropleiding. Ongeveer een vijfde deel van alle studenten met een mbo-vooropleiding valt uit in het eerste jaar in het hbo. De cijfers onderstrepen het belang van een goede aansluiting tussen mbo en hbo, in het bijzonder voor de groep allochtone studenten. Om de doorstroom mbo-hbo inzichtelijker te maken is er een doorstroomkaart in het leven geroepen met gedetailleerde cijfers voor de nodige beleidsinformatie.
