One of the targets of the current Dutch government is to increase employability. To accomplish this, the Ministry of Social Affairs and Employment promotes labour market participation by means of a legal and regulatory framework, support of local authorities, short lines with executive bodies and dialogue with social partners. The aim of the policy programme is 80% labour market participation in 2016. This study shows the labour market potential workforce (20 and 64 years old) and its distance from the labour market.

Een van de doelstellingen van het huidige kabinet is om meer personen aan het werk te krijgen. Via dit onderzoek wil het ministerie van SZW inzicht krijgen in de afstand van personen tot de arbeidsmarkt. Welke groepen staan dicht of minder dicht bij de arbeidsmarkt? De focus ligt daarbij op de doelgroep van de participatiedoelstelling, de 20 tot en met 64 jarigen. Het ministerie van SZW heeft CBS-CvB gevraagd om tabellen te berekenen over de arbeidsmarkt- en uitkeringspositie in 2006 en 2007 van deze doelgroep. De gegevens worden ook voor een aantal specifieke leeftijdsgroepen en subgroepen bepaald, bijvoorbeeld vrouwen en niet-westerse allochtonen. Het CBS-CvB heeft al eerder onderzoek gedaan naar het participatiepotentieel. In opdracht van de RWI heeft het CBS-CvB in 2007 onderzoek gedaan naar het participatiepotentieel in 2005 en 2006.
