A research report is presented regarding internal communication within the Spanish Public Administration, sector that to date has not been the object of many studies, in that management models based on objectives and an improvement of the quality of the services offered to citizens in this sector have only recently been adopted. The study tackles various aspects of internal communication, grouped as follows: the function of internal communication; the state of internal communication; leadership and a sense of belonging; the intranet and other tools; comparison between the public and private sector. It concludes outlining that the change to a culture oriented to citizens and their needs requires motivated participative civil servants and the development of executive communication skills
