Abstract:
The analysis has focused on conditions for the provision of basic skills at different levels: A systemic level, covering factors concerning the systemic characteristics of educational systems and the consequences for students’ basic skills; A structural level, covering socio-economic background characteristics of students, the significance of these factors for students’ basic skills, and the capacities of education systems to adjust for differences in students’ socio-economic background; A school level, covering aspects of school management and school climate and the significance of these factors for students’ basic skills; and an individual level, concerning the significance of student attitudes, motivation and learning behaviour, and their consequences for students’ achievements.
