During a trial period, Centres of Expertise on Vocational Education, Training and the Labour Market [kbb] and educational institutes (Regional Training Centres, specialised vocational schools and agricultural training centres) will be able to gain experience with these redesign processes by means of what are known as experimental gardens (2004- 2005) and experiments, implemented under the direction of a joint process management. In order to be able to chart the developments in the 2004-2005 experimental gardens, process management asked the Centre for the Innovation of Education and Training in the Netherlands (CINOP) to perform a study. The results of this study were intended mainly to record the progress of both redesign processes and use this information to contribute points for attention for progress management to optimise the rest of the redesign processes. This first part of the study report discusses the main results and conclusions, comprising the period from October 2004 to June 2005 and presenting the state of affairs on 1 June 2005. The study followed up on the report issued in early February 2005. This report summary consists of ten paragraphs focusing on the background and organisation of the study as well as on a study question.

In het middelbare beroepsonderwijs in Nederland is de komende jaren sprake van twee complexe processen: - het herontwerp van de kwalificatiestructuur: alle bestaande kwalificaties worden vervangen door een samenhangend geheel van nieuwe kwalificaties; - het herontwerp beroepsonderwijs: alle bestaande opleidingen worden vervangen door nieuwe opleidingen. Voorzien is een ‘testperiode’ waarin kenniscentra beroepsonderwijs bedrijfsleven en onderwijsinstellingen (ROC’s, vakinstellingen en AOC’s) door middel van zogenaamde proeftuinen (2004-2005) en experimenten (2005-2008) ervaring kunnen opdoen met bovengenoemde (herontwerp)processen. Deze proeftuinen en experimenten worden uitgevoerd onder regie van een gemeenschappelijk procesmanagement. Om de ontwikkelingen in de proeftuinen 2004-2005 in beeld te krijgen, is op verzoek van het procesmanagement door het Expertisecentrum CINOP een onderzoek uitgevoerd. De resultaten van het onderzoek zijn met name bedoeld om de voortgang van beide herontwerpprocessen in kaart te brengen en op basis daarvan aandachtspunten aan te dragen voor het procesmanagement om het vervolg van beide herontwerpprocessen zo optimaal mogelijk te laten verlopen. In dit eerste deel van de onderzoeksrapportage worden de voornaamste resultaten en conclusies gepresenteerd. Het onderzoek omvat de periode oktober 2004-juni 2005 en geeft de stand van zaken per 1 juni 2005 weer. In het onderzoek is voortgebouwd op de rapportage die begin februari 2005 is opgeleverd.
