Abstract:
The Cabinet is considering introducing compulsory participation for part of the 18-23 age group, which should make it easier for young people without an initial vocational qualification, benefit or care duties to find a job. Minister Van der Hoeven (for Education, Culture and Science OCW) has written this in a letter to the Dutch Lower House. This letter is the Cabinet's response to a request of the Lower House. This group comprises approximately 15,000 to 35,000 young adults. Compulsory participation consists of tailored programmes or learning routes, involving work experience, volunteer work or active participation in sport or cultural activities. Compulsory participation is the last of a series of measures designed to prevent massive dropout rates among young people. The Cabinet has withdrawn its plan to extend compulsory education to the age of 23. According to Van der Hoeven, a tailored approach is more appropriate for this group.
