This publication from the semi-skilled workers' trade unions in Denmark is a programme for abolishing the concept and reality of unskilled workers before 2014. About 50 percent of the working population in Denmark has no vocational education. Unless adult education and training is expanded radically, the percentage will be 42 percent in theyear 2013. To solve this skill gap the programme presents the following solution: Within all sectors of industry specific adult education and training must be established. The vocational education must be "upside down", starting with training and ending with school. The adult training system is to be financed partly by private funds, partly by the state. This strategy is seen as a necessary step in order to adapt to the internal market, but also as an effective way of combating unemployment.
