On 21 January 2004, the European Commission presented the Joint Employment Report for 2004, part of the European employment strategy. It can be deduced from the government’s reaction that the Netherlands underscores the Commission’s pain points in terms of the situation in the EU job market and in the Netherlands. Although policy is being pursued in the field of lifelong learning, the Commission has no idea as to what effects are to be expected. Here, too, the Commission recognises that policies are being pursued, but it is not clear to what result. That said, where participation in education and training are concerned, the Netherlands is in the top three of EU countries. Moreover, the Netherlands has launched various policy initiatives, including the Lifelong Learning Platform, making it easier to monitor results in line with general government policy. In addition, to measure progress in all member states, the Netherlands is working towards improved, performance-geared indicators for the European employment strategy.
Op 21 januari 2004 heeft de Europese Commissie in het kader van de Europese werkgelegenheidsstrategie het concept Joint Employment Report voor 2004 gepresenteerd. Uit de kabinetsreactie valt op te maken dat Nederland de zorgpunten van de Europese Commissie onderschrijft voor wat betreft de situatie op de arbeidsmarkt in de EU en in Nederland. Over de aanbevelingen die Nederland in 2003 kreeg merkt de Commissie ondermeer het volgende op: • Op het terrein van leven lang leren geeft de Commissie aan dat er weliswaar beleid wordt gevoerd, maar dat zij geen zicht heeft op de verwachte effecten van beleid. De Commissie vindt dat Nederland meer werk zou moeten maken van het verbeteren van de sluitende aanpak voor volwassenen, het actief ouder worden en het beperken van vervroegde uittreding, alsook van het beter integreren van migranten in zowel het schoolsysteem als de arbeidsmarkt. In de kabinetsreactie is te lezen dat: (..) Het kabinet onderstreept het belang van een Leven Lang Leren. Het is een van de fundamentele bouwstenen om te komen tot een concurrerende kenniseconomie en een hogere arbeidsproductiviteitsgroei. De Commissie geeft aan dat er weliswaar beleid wordt gevoerd, maar dat zij geen zicht heeft op de resultaten. Nederland behoort echter wel tot de beste drie landen in de EU op het gebied van deelname aan onderwijs en training. Daarnaast heeft Nederland een aantal beleidsinitiatieven gestart (o.a. via het Platform Leven Lang Leren) waarbij, in lijn met het algemene kabinetsbeleid, de resultaten beter gemonitord worden. Nederland streeft daarnaast naar betere, resultaatgerichte indicatoren in de Europese werkgelegenheidsstrategie om de voortgang in alle Lidstaten te meten.
