Through its funding programme, the Federal Ministry for Education and Research (BMFB) supported the Federal Institute for Vocational Training (BIBB) as a manager of the L 3 project dedicated to lifelong learning. The final report describes the eLearning approach of the L3 project, which is based on a holistic vision of future education and training scenarios, and summarizes the most important project findings. The report concludes with ten central theses that present the pedagogical, economic and socio-political conditions that will be necessary for the future success of eLearning services.
