This publication is a contribution towards the assessment of the opportunities and risks of deregulation and the increase in the autonomy of educational institutions. The recommendation contains firstly an overview of various categories of policy instruments and subsequently an analytic framework with aspects of (deregulation) policy formulation that require specific attention. After this, there follows a discussion of ways in which the effects of deregulation can be influenced.
