This is the final report from one out of several evaluation projects initiated on request from Ministry of Education, Research and Church affairs in relation to Reform 94. Reform 94 was a comprehensive reform of the upper secondary education and training, introducing major changes in both structure and content. Legal right to three years of upper secondary education and training was introduced for all young people between 16 and 19 years of ages. Thus, the regional authorities, who are responsible for education and training at this level, have given high priority to meet the the request from this group, both in terms of type and scale of provision. Other groups, e.g. adults who fore some reason have not completed their upper secondary training, can not claim legal right to receive an offer. This study investigates how Reform 94 has affected the provision for, and access, flux and drop-out among adults. Main reasons for drop-out are given particular consideration. Based on the findings, the report also presents recommendations on how to improve the provision for adults.
