The spearhead of this yearbook is the qualification system in all its facets. The first part focuses on the development of the qualification system from the early 80s onwards. The consumers of the qualification system form the focal point of the second part: how do the social partners, the Regional Training Centres and privately funded education view this system? Various educational aspects of qualification systems are the central theme of the third section. The qualification system that is independent of educational routes, broad and sustainable qualifications, key qualifications and core problems, qualification levels and the infrastructure surrounding the development of the qualification structure are additional aspects explored in this section. The fourth section surveys what developments there are abroad.
